Explanatory Note to Item No.6 of the Agenda.

 

 

The Hon’ble Supreme Court vide order dated 20.09.2019 had directed that the disqualification shall be applicable to only the ‘Office-Bearers’. However, vide order dated 14.09.2022, the amendments to the Constitution as suggested by the learned Amicus Curiae were accepted and accordingly, BCCI and the respective State Associations are required to carry out the amendments in their constitutions.

 

In view of the orders passed by the Hon’ble Supreme Court dated 14.09.2022 and the opinion of the Legal Committee of the Association, the Association is required to amend Article-12 of the Association’s Constitution.

 

The amended Article-12 will now read as under and the same is placed before the General Body for approval:

“Only members or representatives of Affiliated Clubs shall be eligible to contest post of an Office-Bearer or a Member of the Executive/Managing Committee.

 

A member or representative of the affiliated club or selector against whom a disciplinary action is taken and is under suspension or expulsion shall not have a right of vote or shall not be eligible to contest at any election of the Association during the period of such suspension or expulsion. A person shall be disqualified from being an Office-Bearer, a Member of the Executive/ Managing Committee or the Association’s nominee /Representative to the BCCI if he or she

 

a) Is not a citizen of India.

b) Has attained the age of 70 years.

c) Is declared to be insolvent, or of unsound mind.

d) Is a minister or a government servant.

e) Has been an Office-Bearer or Executive Committee member of the Association for a

cumulative period of 9 years.

 

f) Has been convicted by a court of law for commission of a criminal offence and

sentenced to imprisonment.

 

An Office-Bearer or an elected member of the Executive Committee who has held any post for two consecutive terms in the Association shall not be eligible to contest any further election in Association without completing acooling off period of three years. During this cooling off period such an office bearer or an elected member of the Executive Committee shall not be a member of the Executive Committee or of any Committee whatsoever of the Association. The expression ‘Office-Bearer’ should not be permitted to be circumvented by being a member of any other committee or ofthe Executive Committee in the Association, as the case may be.

 

If a person has served two consecutive terms each as Office-Bearer/ Executive Member in the Association and as an Office-Bearer or Councilor in the BCCI (or vice versa) continuously without any break, such person shall not be eligible to be an Office-Bearer/

Executive Member in the Association or in the BCCI, without completing a cooling off period of three years. During this cooling off period, such an Office-Bearer/ Executive Member shall not be a member of the Executive Committee or of any committee whatsoever of the BCCI or of the Association. The expression ‘Office-Bearer/ Executive Member’ should not be permitted to be circumvented by being a member of anyother committee or of the Governing Councilin BCCI or in the Association, as the case maybe”.

Chief Administrative Officer – Cricket Operations

 

Vidarbha Cricket Association invites applications for the post of a Chief Administrative Officer – Cricket Operations (CAO-CO) to manage daily administrative operations with respect to Cricketing Activities. CAO-CO will be a part of the management team reporting directly to the CEO / Executive Committee. CAO-CO should know how to keep things in order and add a strategic vision to cricketing activities. CAO-CO should be highly efficient and possess leadership qualities.

 

The goal of the Chief Administrative Officer- Cricket Operations is to ensure the smooth running of Cricketing Activities and its administration according to the Constitution, Byelaws, established policies, procedures and vision of Vidarbha Cricket Association.

 

 

Chief Administrative Officer – Cricket Operations responsibilities include:

  • ·        Providing input in administrative and strategic planning

    ·        Setting goals for departments and individual persons

    ·        Collaborating with colleagues to implement policies and develop improvements

    ·        Organizing and coordinating inter and intradepartmental operations

    ·        Overseeing resource allocation and budgeting of cricketing activities

    ·        Providing guidance to subordinate staff and valuate their performance

    ·        Resolving issues that may arise in a timely manner

    ·        Assuming responsibility for timely reporting to senior management or regulatory agencies

    ·        Assisting in other tasks as assigned

    ·        Providing inputs for administrative and strategic planning

    ·        Setting goals for departments and individual managers

    ·        Collaborating with colleagues to implement policies and develop improvements

    ·        Ensuring execution of On-Ground Cricketing and allied activities in an efficient and timely manner

    ·        Ensuring that Logistics related activities are managed and executed effectively and efficiently.

Requirements and skills


  • ·        Should possess good knowledge about cricket and cricketing activities

    ·        Proven experience as an administrative officer will be preferred

    ·        Solid understanding of business functions (Admin, Accounts and Finance etc.)

    ·        Knowledge of planning, budgeting and reporting

    ·        Proficient in Information Technology, MS Office and database management

    ·        Outstanding communication and interpersonal skills

    ·        Ability in decision-making and problem-solving

    ·        Excellent organizational and leadership skills

    ·        Should possess the degree of MBA in business administration or relevant field; PGDBA is a definite plus

IMPORTANT POINTS TO BE CONSIDERED FOR TECHNICAL BID

 

1.      The bidder should give due thought to the existing Metal Hallied floodlight installation arrangement at VCA, Jamtha Stadium, Nagpur. Metal Hallied fixtures are to be replaced with appropriate LED fixtures.

2.      Bidder should ensure that the supply / installation of the offered products is compatible / suitable for the existing high masts and associated electrical network.

3.      The Bidder should ensure that the LED driver’s output power / voltage / current rating on DC side takes care of DC voltage drops as well as DC cable losses from driver to fixtures. The calculations should be submitted considering longest length of the DC cable to be used.

4.      The bidder should ensure that the output and performance of the high mast floodlight illumination system shall be as per the highest international standards and practices as applicable to cricket stadiums of similar capacity.

5.      Following additional information shall be submitted along with the technical bid:

a.      Total Harmonic Distortion (Current), Power Factor, Inrush Current.

b.      Driver technical specifications highlighting output Power, Voltage, Current and other details.

c.       Case temperature.

d.      Surge Protection details.

e.      DC cable technical specifications.

f.        Nominal AC input voltage with tolerance.

g.      Restart time for the fixtures.

h.      Life of fixtures in hours. MTBF.

i.        Ambient Temperature and Maximum case temperature for fixture.

j.        Warranty on fixtures.

k.       Ambient Temperature and Maximum case temperature for driver.

l.        Warranty on driver.

m.    Compatibility with the existing fixture mounting arrangement and the high mast already present.

n.      Total weight of new fixture per mast compared to old fixtures.

o.      Compatibility with the existing electrical control system of high mast fixtures.

p.      Overall lux level distribution over the arena.
